S. Lebanon residents struggle under Israeli attacks, rebuilding woes

BEIRUT, Lebanon, Oct. 24 (UPI) — The inhabitants of southern Lebanon continue to live under the shadow of war, enduring near-daily Israeli airstrikes, intensive shelling and persistent drone activity that inflict further casualties and destruction, deepen suffering and shatter what remains of daily life.

A cease-fire accord brokered by the United States and France on Nov. 27 intended to end Israel’s devastating war against the Iran-backed Shiite Hezbollah militant group has failed to halt hostilities or restore calm to the embattled region.

Interpreting the truce accord as granting it the right to respond to any emerging threat, Israel has continued its attacks without restraint across southern Lebanon and beyond.

The post-truce phase has proven even more difficult and uncertain than the war itself, which began on Oct. 8, 2023, when Hezbollah entered the conflict by opening a front in support of Gaza.

Suspected Hezbollah positions and efforts to prevent the group from regrouping and rearming have not been Israel’s only targets. The strikes now also include private construction equipment businesses, bulldozers, excavators and anything related to rebuilding while showing no restraint toward civilians — whether in vehicles, on motorcycles or even at home.

The most intense strikes occurred Oct. 11, targeting bulldozer and excavator yards in the al-Msayleh area, where more than 300 vehicles worth millions of dollars were destroyed. One Syrian passerby was killed, and seven people, including two women, were wounded.

A week later, a quarry and cement-asphalt factory in the village of Ansar, in the Nabatiyeh district, was hit by another Israeli attack and destroyed. Israel claimed that the targeted facilities were being used by Hezbollah to produce cement for rebuilding infrastructure that had been demolished during the war — an allegation strongly denied by the plant’s managing director.

“We are a 100% civilian institution and have nothing to do with anything else,” Ali Haidar Khalifeh, who is running the targeted cement factory, told UPI. “We are a registered company with around 70 employees and a large-scale production, serving dozens of clients, distributors and suppliers from across all regions of Lebanon.”

Khalifeh, who estimated the losses at more than $15 million, said it was inconceivable to hide “weapons, missiles or military infrastructure” in the plant.

“The enemy [Israel] needs no excuse or reason. … The message is clear: it is forbidden to rebuild,” he said. “It is also meant to frighten businessmen and investors, to keep them away from southern Lebanon.”

Even civilian engineers, who assist in assessing the damage inflicted on houses and villages during the war, have been threatened and targeted.

Tarek Mazaraani was one of them. He, his family and neighbors endured a frightening experience when an Israeli drone flying over several villages in southern Lebanon broadcast a voice message calling his name and warning that he was “dangerous,” telling people to keep away from him.

At first, when his friends started sending him videos of the drone, Mazraani thought it was a joke. He soon realized it was “something serious.”

His three sons, including 8-year-old twins, began to cry, while neighbors in the compound where he was temporarily living in the village of Zawtar al-Sharkiyeh in the Nabatiyeh district rushed to his house to bid farewell before leaving for safer locations. His family packed their belongings and went to relatives in a nearby village, while he quickly headed to Beirut.

“I was surprised. … I am a simple civilian engineer and don’t belong to any party or provoke anyone,” Mazraani told UPI, adding that he felt guilty for his family and neighbors, who had to “live through the tension” and leave their homes.

He asked why Israel had “created all this terror” if its intention was to kill him, adding, “They could have done so without even a warning.”

It could well have been a warning to him and others not to deal with Hezbollah, directly or indirectly. Earlier this year, while unemployed, he briefly worked as part of a team of engineers assessing war damage with “Jihad al-Binaa,” a Hezbollah-affiliated development and reconstruction organization.

Probably, he said, his other “sin” was trying to help displaced people return to their border villages, which had been reduced to rubble during the war, and seek compensation.

Mazraani was forced to leave his border village of Houla, where his house had been badly damaged by intensive Israeli bombardment. He then established the “Gathering of Residents of Southern Border Villages,” composed of displaced people from 45 villages, to draw attention to the plight of some 80,000 inhabitants who remain displaced and without resources.

Israel is making it clear, residents say, that it will not allow reconstruction in southern Lebanon or international funding unless Hezbollah is fully disarmed and the Lebanese government accepts direct negotiations on security arrangements.

Even prefabricated houses, water tanks and small vans are not permitted and are being destroyed. With the olive harvest season beginning, farmers in the border areas must obtain permission from Israeli authorities to harvest and are usually accompanied by the Lebanese Army and U.N. peacekeeping forces.

According to a Lebanese Army source, Israel has been using Hezbollah and its alleged efforts to rebuild military infrastructure as a pretext to block any reconstruction efforts and hinder a return to normalcy.

The source explained that destroying cement plants and bulldozers, threatening engineers and imposing curfews were intended to block the return of inhabitants to their villages and establish a security belt in the area until an agreement with Lebanon could be reached.

“These are also political pressures exerted on the government,” he told UPI.

Referring to recent Israeli war threats, drills on its northern front and intensified drone surveillance over Beirut — specifically targeting the presidential and government palaces — the source explained that “it is a psychological war aimed at dragging the government into accepting direct negotiations [with Israel], while the drones are searching for new targets.”

With the Army successfully advancing in taking control of southern Lebanon, the source confirmed that “there is no Hezbollah presence” along the border or south of the Litani River, as stipulated by the cease-fire agreement.

Regarding growing fears that Israel might be preparing to escalate the war on Lebanon, he said, “It can — as no one is deterring it, and it listens to no one except [U.S. President Donald] Trump.”

Many Lebanese, especially the inhabitants of southern Lebanon believe the war was never truly over, and that the truce accord merely prolonged the conflict to Israel’s advantage.

“The first thing we want is safety and security — to stop the fire so we can go back and rebuild our villages and homes,” said Mazraani, who said he was exhausted by the war, echoing the wish of many others in southern Lebanon.

Accountability led to Sparks’ improvement; next is more rebuilding

After aiming to leap from the WNBA’s worst team to a season of triumph, the Sparks instead ended the season seeking perspective — none more so than Kelsey Plum.

In the season’s final weeks, while fighting for a playoff spot, Plum called Dearica Hamby, her closest teammate, to voice her frustration. Accustomed to winning seasons with the Las Vegas Aces, Plum sought solace after several losses, and Hamby grounded her.

“Hey, I won eight games last year,” Hamby responded. “So this looks different to me.”

Despite finishing under .500 for the fifth consecutive season and falling just short of making the playoffs, the Sparks easily more than doubled last year’s win total. Hampered by a slew of injuries that stunted momentum, they greatly improved with the league’s fourth-best record after the All-Star break.

“I really wanted to impact winning, and so it’s tough because sometimes I don’t do a great job of giving myself grace,” Plum said. “We did win 21 games, different from eight a season ago, [but] at the same time, as a competitor, I really want to be in the playoffs.”

Missing the postseason has left Plum carrying that burden, an internal battle she said she’ll have to process. The weight was heavier for Plum, after taking a leap of faith, betting on herself as a No. 1 option for the first time in her career and the motivating factor behind accepting a trade to L.A.

Now, heading into the offseason, Plum’s message to her teammates is to “take that chip and that hunger,” as she will, and carry it into next season.

For Hamby, this season was a necessary dismantling and rebuilding of the organization, an essential step for lasting success.

“My optimism and perspective is I’d rather have a slow burn than a quick fix,” Hamby said. “We’re talking about long-term and wanting to build something for years to come, with the core that we have.”

For the Sparks to take the next step, head coach Lynne Roberts and general manager Reagan Pebley face a tall task: holding together a roster that finally showed promise of reaching lofty goals. Drawing on their coaching backgrounds, both have leaned on a collaborative approach to building the roster, but free agency will be a test this offseason.

Outside of second-year contributors Cameron Brink and Rickea Jackson, and this year’s rookie class — all locked into multi-year deals — every veteran on the roster will hit the market. That includes three players who delivered career years: Plum, Hamby and Azurá Stevens.

Plum, with Hamby seated beside her, refrained from guaranteeing her return during exit interviews Friday night. Yet her impassioned message to fans after the season finale, role as the face of the franchise, and input in offseason plans make a return likely.

Hamby, who began recruiting Plum nearly a year ago in hopes of building a legacy together, also appears committed to staying. As she put it, the two “always talked about being together, staying together, whatever we do.”

For starters, retaining them along with Stevens and Julie Allemand is a priority, but it could become a bit complicated come free agency.

Stevens, the healthiest she’s been in years, delivered career highs in points (12.8), rebounds (8.0), minutes (28.4) and games (all 44) as a primary contributor, particularly when injuries plagued the team early in the season — a showing that could attract suitors in free agency.

Allemand is headed to Turkey to play professionally this offseason but hopes to return next season — a return that might hinge on a more defined role. She said she can “do a lot more” and doesn’t want “to be satisfied with this, and be like, ‘OK, let’s just come back next season,’ and it’s the same.”

“It’s always tough to run it back,” Pebley said. “Success is really hard to sustain, and momentum is really hard to hold on to. … We’ll do everything we can to make sure the right pieces stay. Maybe it’s putting people in a different spot, but also addressing some needs that we have.”

The challenge isn’t just shuffling or adding talent; it’s doing so without overcorrecting. The goal is bringing in players who add value while preserving locker-room balance — those whom both Roberts and Pebley trust to fit seamlessly into the culture, enhancing it rather than disrupting it.

Changing the culture and building an identity was Roberts’ top priority heading into her first full WNBA season, and she believes the roster has fully bought in, a process that began with earning the players’ trust.

“They don’t care what you know until they know you care,” Roberts said. “I wanted to get them on board and get them bought in. And so then next year there can be more accountability and I can do a better job.”

Pebley said missing the playoffs has left everyone focused on accountability, at times, to a fault.

Plum is carrying the weight of coming to L.A. to win and falling short. Roberts is shouldering the responsibility of missing the mark of turning a perennial losing team into a winner, like she was hired to do. Pebley herself has been reflecting on the decisions she could have made differently.

“Like mature, experienced people that can gain perspective, do hold on to that self-accountability, but also start to move things into the right place,” Pebley said. “We want to get better, and we will. We’re very committed to doing that, and grateful that it’s not just on one of our shoulders.”

Narbonne begins rebuilding after exodus of players, coaches

Doug Bledsoe has made the rounds as a high school football coach. He’s been head coach at North Hollywood, Dorsey, Pasadena and University. He says his latest coaching position will be his last until his 3-year-old grandson reaches high school.

It’s going to be his most challenging, trying to rebuild a Narbonne program that once again had an exodus of players and coaches after rule violations caused the City Section to impose a three-year playoff ban and make the program vacate its City title. This also happened in 2019 and the team dropped to 2-9 during a similar transition year in 2021.

Bledsoe insists, “The Narbonne Gauchos ain’t dead.”

He has four returning all-league players, including King’leon Sheard, a defensive end who had two sacks in last season’s City Section Open Division final won by the Gauchos. They chose to stay even though there will be no playoffs when the 10-game regular season ends.

“They love the school,” Bledsoe said. “We told them what we could do for them.”

There’s about 30 varsity players. Bledsoe is confident he and his staff can prepare his many new varsity players for the season ahead. Playing 10 games will be better than the eight games played last season when Marine League coaches boycotted playing the Gauchos, resulting in the loss of four games.

A new coach and a new principal give the Gauchos a chance to start over. The harsh penalty imposed also could be reduced with good behavior. One sign of the dramatic change in a year’s time is that the Gauchos had 27 transfers in the football program a year ago. There are currently none in the City Section transfer portal for this season.

The starting quarterback will be basketball point guard Quamare Meadows, who was the JV quarterback two seasons ago but didn’t play last season.

Narbonne opens on the road against Los Osos on Aug. 22. It will play its first league game in two seasons against runner-up San Pedro on Oct. 3.

Conspiracy theories thwart rebuilding plan after L.A. County wildfires

This week, reality TV show star Spencer Pratt posted multiple videos on social media savaging a proposed state bill on wildfire rebuilding. In one, Pratt told his 2 million TikTok followers that he consulted an artificial intelligence engine about Senate Bill 549. He said it told him the legislation would allow L.A. County to buy burned-out lots in Pacific Palisades and convert them to low-income housing, strip away local zoning decisions and push dense reconstruction. He urged people to oppose it.

“I don’t even think this is political,” Pratt said. “This is a common sense post.”

None of what Pratt said is in the bill. But over the last week, such misinformation-fueled furor has overwhelmed the conversation in Los Angeles, at the state Capitol and on social media about wildfire recovery. Posts have preyed on fears of neighborhood change, mistrust of government authorities and prejudice against low-income housing to assert, among other things, that the wildfires were set intentionally to raze the Palisades and replace the community with affordable housing.

The chatter has unmoored debate over a major rebuilding proposal from L.A. County leaders. Under the plan, a new local authority would be able to buy burned lots, rebuild homes and offer them back at discounted rates to the original owners. The idea is to give property owners struggling to rebuild another option to stay in their communities. There are no changes to any rules that require zoning amendments or approvals for individual housing developments.

State Sen. Benjamin Allen (D-Santa Monica), the author of SB 549, which creates the local authority, said he understands legitimate policy disagreements over the new powers granted in the bill.

But those discussions have been overshadowed, he said.

“It’s become this total meme among the right-wing blogosphere and, unfortunately, picked up by some lazy-ass journalists that don’t bother to read the bill that say this bill seeks to turn the entire Palisades into low-income housing,” Allen said.

Some of his own friends who lost homes in the Palisades, Allen said, have been texting him asking why he’s trying to force low-income housing into the neighborhood.

“People are saying I want to put a train line in there,” Allen said. “It’s insane.”

The frenzy, in part, is due to an issue of timing. Last month, a 20-member expert commission impaneled by L.A. County proposed the local authority as a key recommendation for rebuilding after January’s Palisades and Eaton fires destroyed 18,000 homes and other properties.

Commission leaders then approached Allen about writing a bill that would allow for its implementation. Allen wanted to do it, but deadlines for introducing new legislation had long passed.

Instead, Allen took SB 549, which had nothing to do with wildfire rebuilding but was still alive in the Legislature, and added the rebuilding authority language to it. This is a common legislative procedure used when putting forward ideas late in the year.

Allen decided as well to keep the original language in the bill, which called for significant spending on low-income housing in an unrelated financing program. Multiple news articles conflated the two portions of the bill, which added to the alarm.

The version of SB 549 with the wildfire rebuilding authority in it had its first hearing in a legislative committee on Wednesday. Allen spent much of the hearing acknowledging the confusion around it.

Misinformation over the rebuilding authority was fueled by a separate announcement California Gov. Gavin Newsom made this month.

State housing officials carved out $101 million from long-planned funding allocations for low-income housing and dedicated it to building new developments in Los Angeles.

The money will be used to subsidize low-income apartment buildings throughout the county with priority given to projects proposed in and around burn zones, that are willing to reserve a portion to fire survivors and are close to breaking ground.

The fires exacerbated the region’s housing crisis. Higher rents persist in nearby neighborhoods and low-income residents continue to struggle. Newsom cast the announcement as assisting them in regaining their footing.

“Thousands of families — from Pacific Palisades to Altadena to Malibu — are still displaced and we owe it to them to help,” Newsom said when unveiling the spending.

Like the proposed rebuilding authority, the funding does not change any zoning or other land-use rules. Any developer who receives the dollars would need separate governmental approval to begin construction.

Nevertheless, social media posters took the new money and the proposed new authority and saw a conspiracy.

“Burn it. Buy it. Rebuild it how they want,” said a July 15 post from X user @HustleBitch_, who has nearly 124,000 followers. “Still think this wasn’t planned?

Newsom called the situation another example of “opportunists exploit[ing] this tragedy to stoke fear — and pit communities against each other.”

“Let’s be clear: The state is not taking away anyone’s property, instituting some sort of mass rezoning or destroying the quality and character of destroyed neighborhoods. Period,” Newsom said in a statement to The Times. “Anyone claiming otherwise is either misinformed or deliberately lying. That’s not just wrong — it’s disgraceful.”

Not all of the debate about the rebuilding authority is based on false information.

Allen and local leaders acknowledged the need for more consensus over its role, especially given the sensitivities around recovery. Still unresolved were the authority’s governing structure, and whether it would encompass the Palisades or be limited to Altadena and other unincorporated areas.

Pratt lost his Palisades home in the fire and has sued the city, alleging it failed to maintain an adequate water supply and other infrastructure. In social media videos this week, Pratt said he and other residents didn’t trust the county with increased power over rebuilding when he believed leaders failed to protect the neighborhood in the first place.

“We’re a fire-stricken community, not a policy sandbox,” Pratt said. “We do not support the county becoming a dominant landowner in the Palisades.”

Representatives for Pratt could not be reached for comment.

By the end of Wednesday, Allen conceded defeat on SB 549. There were many legitimate hurdles to the bill passing before the Legislature adjourns in mid-September, he said. Notably, a representative for Los Angeles Mayor Karen Bass told the legislative committee that she was opposed to the bill because the city had yet to be convinced of its efficacy.

But the misinformation surrounding the bill made it even harder to envision its success, he said. Allen decided to hold the bill and have it reconsidered when the Legislature convenes again in January.

“If we’re going to do this, I want the time to do it right,” he said.

Panel calls for new authority to oversee post-fire rebuilding in L.A.

An independent commission is urging the California Legislature to establish a new local authority to oversee and coordinate rebuilding after the most destructive fires in Los Angeles County history.

The call for state legislation to create the new rebuilding authority is one of the top proposals of the 20-member Blue Ribbon Commission on Climate Action and Fire-Safe Recovery, which on Friday issued its final recommendations.

Commission members said the new entity would be critical to manage the monumental rebuilding efforts after the January firestorms, which claimed at least 29 lives and destroyed 18,000 homes and other properties.

“The severity of the situation needs extraordinary measures. Business as usual just won’t work,” said Cecilia Estolano, a commission member and former CEO of the Los Angeles Community Redevelopment Agency.

The commission said the proposed Resilient Rebuilding Authority would streamline complex recovery efforts and prioritize the return of residents and businesses as neighborhoods are rebuilt in Altadena and Pacific Palisades.

The authority would use tax-increment financing and other funding sources to buy fire-razed lots that property owners want to sell and guide the rebuilding process — selecting developers and coordinating construction at scale. Those displaced by the fires would get first priority for the new homes.

The commission’s members said this would bring a coordinated approach, avoiding a free-for-all in which investors snap up properties and make new homes unaffordable for displaced people. The authority, the report said, is “designed to counterbalance the forces that drive displacement and inequality in the aftermath of disasters.”

“Left to business as usual, you will see this being driven by land speculation,” Estolano said. The aim is “a more balanced rebuilding, rather than one that’s purely determined by the marketplace.”

Under the commission’s recommendation, the Resilient Rebuilding Authority would be led by a board with members appointed by the governor, state lawmakers and local governments, and with citizen advisory boards providing guidance.

The commission also proposed asking voters to approve a ballot measure to create a new Los Angeles County Fire Control District, funded through a property tax, to focus on wildfire prevention, vegetation management and other efforts to reduce fire risks.

The panel said a property tax or fee, which would require voter approval, could either be assessed on properties in a certain area, or could be assessed county-wide, with higher fees in areas facing high fire hazards that require more investments.

The new district would be charged with creating and maintaining “greenspace buffer zones” between homes and open lands, and taking other measures to safeguard fire-vulnerable neighborhoods.

In all, the commission presented more than 50 recommendations, with a focus on rebuilding after the Palisades and Eaton fires in ways that prepare neighborhoods to better withstand intense wildfires worsened by climate change, and that also help address global warming by encouraging construction of all-electric homes.

The panel said L.A. County should fast-track permitting for all-electric homes, and the state should provide incentives to encourage electrification and solar power. The commission’s report says the new authority should “advance resilience and clean energy objectives.”

The Blue Ribbon Commission was formed by Los Angeles County Supervisor Lindsey Horvath and includes representatives of businesses, local government, civic organizations and environmental groups.

“Key strategies like defensible space, solar with battery backup, and all-electric construction don’t just safeguard homes — they cut costs and protect our environment,” Horvath said, adding that the panel’s proposals lay the groundwork for a “climate-smart, fire-safe future.”

The commission, which had presented its initial proposals in May, said in its report that the fires represented one of the costliest climate disasters in U.S. history and a “harbinger of future risks facing the region in terms of extreme drought, weather, heat, and fire.”

The commission said its goal is to “enable communities to rise out of the ashes stronger.”

“Bold, coordinated action is needed to counter the risks of displacement, rising insurance costs, and deepening community vulnerability to future climate events,” the commission’s report says. “By acting decisively, Greater Los Angeles can become a model for climate-resilient, equitable recovery.”

Some of the commission’s other recommendations include changes such as:

  • expanding the federal government’s fire debris removal program;
  • standardizing soil testing and cleanup;
  • ensuring that construction meets “fire-hardened” building standards and that building codes maximize spacing between buildings;
  • creating “buffer zones” with appropriate vegetation to reduce fire risks;
  • prioritizing additional water storage capacity in neighborhoods, and systems with external sprinklers to douse homes, parks and schools;
  • and creating a voluntary program to “shift development from high-risk, constrained, or uninsurable parcels to more suitable sites.”

Some of these steps can be taken by city or county leaders, utilities or other entities.

Matt Petersen, the commission’s chair and chief executive of Los Angeles Cleantech Incubator, which works with startups to promote renewable energy, said the enormous task of rebuilding demands “additional resources and coordination and economies of scale that we think can only come through this authority.”

Similar development authorities have been set up to oversee rebuilding in areas devastated by other major disasters, such as the 1989 Loma Prieta earthquake, the 1994 Northridge earthquake, the 9/11 attacks and Hurricane Katrina.

More than 40 academic experts from UCLA provided support to the commission, advising members on recovery and rebuilding after disasters.

“Without intentional, deliberate leadership by government, and by government that’s accountable to the communities, an unmanaged recovery process will only widen disparities,” said Megan Mullin, faculty director of the UCLA Luskin Center for Innovation, who led the university team. “That is seen over and over again through disaster recovery processes.”

Mullin said with strong guidance, government can streamline rebuilding in a way “that makes these communities more fire-safe, more climate-resilient.”

“We cannot ignore the importance of climate change in driving this growing fire hazard that’s looming for the Los Angeles region, and actually throughout the Southwest,” she said. “We can make it as easy as possible for people to rebuild, but to rebuild in a way that will leave them more protected going forward.”

Estolano, the former L.A. redevelopment chief, was displaced from her home in Altadena by the Eaton fire. The home, which she had rented, was damaged by the fire and smoke, and she moved to Los Feliz.

“What I loved most about that community is that it was a mix of incomes. It was a vibrant place with a lot of local commerce,” she said.

She said unless a rebuilding authority is established that can buy properties and hold down land values, that sort of community won’t come back.

“The authority could enable a fair price and give these folks a chance as their first look to return back to what homes will be rebuilt,” she said. “And that will not happen without an authority.”

The commission also called for the city, county and state to work with the new authority to launch a campaign to secure philanthropic contributions to support rebuilding, aiming to raise $200 million over the next 1-2 years, and to help leverage additional financial resources.

Mayor Bass taps AECOM to assist with Palisades rebuilding

Nearly five months after a firestorm laid waste to a wide swath of Pacific Palisades, Mayor Karen Bass announced Friday that the global infrastructure firm AECOM will help develop a master plan for rebuilding the area, as well as a plan for reconstructing utilities and other infrastructure.

The firm will work alongside both the city and Hagerty Consulting, which Bass tapped as a recovery contractor in early February, according to the mayor’s office.

Hagerty, an Illinois-based disaster recovery firm, has a yearlong contract with the city for up to $10 million but has faced persistent questions about the specifics of its work.

The mayor’s office did not immediately answer when asked Friday whether Hagerty’s role was being scaled back.

In late January, the mayor, along with four council members and other city officials, heard presentations from Hagerty, AECOM and a third firm also seeking to be the city’s disaster recovery contractor.

After Bass selected Hagerty in February, she said the city was still in discussions with AECOM about a separate contract.

“An unprecedented natural disaster requires an unprecedented, all-hands-on-deck response — all levels of government, philanthropy, the private sector and educational institutions coming together to support the community and rebuild as quickly and safely as possible,” Bass said in a written statement Friday. “AECOM’s expertise in long-term infrastructure planning and design will only further expedite our work to get families home.”

The mayor’s office also did not immediately respond when asked whether the city now has a contract with AECOM, or what the specifics of that contract, including the compensation, are.

Steve Soboroff, a longtime local developer and Bass’ former chief recovery officer, publicly criticized Bass’ decision to choose Hagerty over AECOM as the city’s initial disaster recovery contractor. In an interview in mid-April as he was leaving his post, Soboroff raised questions about Hagerty’s role and said he thought AECOM should have been hired instead.

Along with developing a comprehensive rebuilding master plan and supporting the Palisades’ infrastructure reconstruction, AECOM will help coordinate broader public and private rebuilding efforts.

The company will work on a “logistics plan for materials management in coordination with local builders and suppliers” as well as a master traffic plan as more homeowners leap into the rebuilding process, according to a news release.

AECOM is also the “official venue infrastructure partner” for the 2028 Olympic Games, according to a March news release from LA28.
