Small shops could face closure without business rates reform, Co-op warns ahead of Autumn Budget

THE Co-op has warned that up to 60,000 small shops across the UK could face closure without upcoming business rates reform for small shops.

In the 2024 Autumn Budget, Chancellor Rachel Reeves promised to provide permanent business rates relief for small retail properties.

At the time, the Government proposed raising business rates on the biggest retail properties with values over £500,000.

This would allow for a discount on rates for small retail and hospitality premises to be permanent.

The government has not yet set the rates, but changes are due to take effect in April 2026.

But the Co-op is now urging the Government to commit to the maximum levels of relief for smaller stores in the upcoming Autumn Budget on November 24.

Research conducted by the supermarket found one in eight small high street business owners will be at risk of shutting down if reforms are not delivered.

A further 10% of small said they would need to lay off staff.

Shirine Khoury-Haq, Co-op group chief executive, said: “The proposed system would improve the financial situation of 99% of retailers.

“How much they are protected from tax rises depends on decisions made in this Budget. To boost local economies, create jobs and provide community cohesion, we need inclusive growth.”

“That means supporting the businesses on the corners, in the precincts, on the parades and the high streets of every community.

” In order for them to not only survive, but to thrive, the government has to commit to the maximum levels of relief.”

It comes as many larger retailers have voiced concerns over plans to increase business rates on larger stores, arguing the move could make them unprofitable or lead to price hikes.

In August, a letter signed by Morrisons, Aldi and JD Sports, warned that further tax rises on businesses could result in the Labour government breaking its manifesto pledge to provide “high living standards”.

It reads: “As retailers, we have done everything we can to shield our customers from the worst inflationary pressures but as they persist, it is becoming more and more challenging for us to absorb the cost pressures we face.”

Analysis carried out by the British Retail Consortium also suggested that 400 larger-format stores, such as department stores and supermarkets could close if the changes took place.

Many businesses have already seen their labour costs rise thanks to the rate of employer national insurance being increased in last year’s Budget.

The Treasury expects the new rates system will only impact the top 1% of properties.

A Treasury spokesperson said: “We are creating a fairer business rates system to protect the high street, support investment, and level the playing field by introducing permanently lower tax rates for retail, hospitality, and leisure properties from April that will be sustainably funded by a new, higher rate on less than 1% of the most valuable business properties.

“Unlike the current relief for these properties, there will be no cash cap on the new lower tax rates, and we have set out our long-term plans to address ‘cliff edges’ in the system to support small businesses to expand.”

RETAIL PAIN IN 2025

The British Retail Consortium has predicted that the Treasury’s hike to employer NICs will cost the retail sector £2.3billion.

Research by the British Chambers of Commerce shows that more than half of companies plan to raise prices by early April.

A survey of more than 4,800 firms found that 55% expect prices to increase in the next three months, up from 39% in a similar poll conducted in the latter half of 2024.

Three-quarters of companies cited the cost of employing people as their primary financial pressure.

The Centre for Retail Research (CRR) has also warned that around 17,350 retail sites are expected to shut down this year.

It comes on the back of a tough 2024 when 13,000 shops closed their doors for good, already a 28% increase on the previous year.

Professor Joshua Bamfield, director of the CRR said: “The results for 2024 show that although the outcomes for store closures overall were not as poor as in either 2020 or 2022, they are still disconcerting, with worse set to come in 2025.”

Professor Bamfield has also warned of a bleak outlook for 2025, predicting that as many as 202,000 jobs could be lost in the sector.

“By increasing both the costs of running stores and the costs on each consumer’s household it is highly likely that we will see retail job losses eclipse the height of the pandemic in 2020.”

Co-op boss says sorry to 6.5m people who had data stolen in hack

The chief executive of Co-op has confirmed that all 6.5 million of its members had their data stolen in a cyber-attack on the retailer in April.

“I’m devastated that information was taken. I’m also devastated by the impact that it took on our colleagues as well as they tried to contain all of this,” Shirine Khoury-Haq told BBC Breakfast in her first public interview since the hack.

“There was no financial data, no transaction data but it was names and addresses and contact information that was lost,” she added.

Ms Khoury-Haq said that she was “incredibly sorry” for the attack and that it was “personal” to her because of the impact that it had on her colleagues.

“Early on I met with our IT staff and they were in the midst of it. I will never forget the looks on their faces, trying to fight off these criminals,” she said.

Once the hackers had been removed from the systems, “they could not erase what they did so we could monitor every mouse click” and Co-op was able to send that information to authorities.

But she added: “We know a lot of that information is out there anyway, but people will be worried and all members should be concerned.”

Co-op runs on a membership scheme, where members are paid a share of the profits of the co-operative.

“It hurt my members, they took their data and it hurt our customers and that I do take personally,” Ms Khoury-Haq said.

One of Co-op’s responses to the hack is to partner with a cyber-security recruitment company.

The Hacking Games identifies young talent to channel their skills into legal careers.

“The research shows that if you offer these kids talent development opportunities and career opportunities, the vast majority of them will take the legitimate pathway,” said its chief executive Fergus Hay.

It is planning a pilot programme with Co-op Academies Trust, which runs 38 schools in England.

What happened in the cyber-attacks?

Co-op was one of three retailers, alongside Marks and Spencer (M&S) and Harrods who were victims of cyber-attacks in spring this year.

Co-op announced on 30 April that it had been hacked, initially saying it would only have a “small impact” on its call centre and back office.

But days later, after being contacted by the alleged hackers, BBC News revealed that customer and employee data had been accessed.

Co-op then admitted the criminals had “accessed data relating to a significant number of our current and past members”.

BBC News later discovered from the alleged attackers that the company disconnected the internet from IT networks in the nick of time to stop the hackers from deploying ransomware and so causing even more disruption.

M&S also had customer data stolen, and is still getting its systems back to normal after huge disruption which has cost it millions of pounds.

Last week, the National Crime Agency (NCA) said four people had been arrested in connection with the hacks on Co-op and M&S

These were a 20-year-old woman who was arrested in Staffordshire, and three males – aged between 17 and 19 – who were detained in London and the West Midlands.

They were apprehended on suspicion of Computer Misuse Act offences, blackmail, money laundering and participating in the activities of an organised crime group.

What to do following a cyber-attack

  • Find out if you are affected on the company’s official website or social media channels
  • Look out for suspicious phone calls, messages or emails including those asking you to reset your password or input personal details
  • If you have other accounts which use the same password, change it
  • Check your accounts to make sure there has not been any unauthorised activity
  • Follow guidance if you think your account has been hacked

Livvy Dunne tried to buy Babe Ruth’s home; co-op board said no

Gymnast and social media influencer Olivia Dunne was all set to buy her first home. And it wasn’t just any home.

Dunne had a contract in place to buy a $1.6-million apartment that was once owned by baseball great Babe Ruth on the Upper West Side of Manhattan.

But it ended up not being a Dunne deal.

The recent Louisiana State graduate known to her fans as “Livvy” won’t be moving into the former digs of the player known to fans as “the Bambino,” because the building’s co-op board rejected her application.

In a video posted to TikTok on Tuesday, Dunne told her 8 million followers that she is “so upset” after coming so close to residing in the same seventh-floor apartment where the New York Yankees and Boston Red Sox legend is said to have lived from 1929 to 1940.

“It was Babe Ruth’s apartment,” said Dunne, who grew up less than an hour away in Hillside, N.J. “So naturally, like, I’m telling everybody. I’m excited. I was gonna buy it and I was gonna pay with cash, like I wanted this apartment bad.”

The 2025 Sports Illustrated Swimsuit cover model said her real estate agent “was so confident” the deal would go through that she brought boyfriend Paul Skenes, the Pittsburgh Pirates’ All-Star pitcher and 2024 National League rookie of the year, to see the place.

“I got an interior designer because I didn’t want to bring my college furniture to Babe Ruth’s apartment — that would be like, criminal,” Dunne said. “Then the week that I’m supposed to get my keys to my brand new apartment, I get a call. The co-op board denied me.”

The listing agent confirmed to The Times that Dunne had made an offer on the property that was accepted by the seller and, as the final step in the process, turned in an application for the purchase for the co-op board’s approval. The board rejected that application about three weeks ago, the agent said.

No explanation was given for the rejection, although Dunne has her theories.

“For all I know, they could have been Alabama fans and I went to LSU,” she joked. “I have no clue. Maybe they didn’t want a public figure living there. But I was literally supposed to get the keys, and that week they denied me.”

She added: “Long story short, don’t try to live in a co-op. You might get denied and you won’t get Babe Ruth’s apartment.”
